supposed to be 3 separate devlogs but i genuinely forgot to. so im gonna split this changelog to categories.

bun test validation:

• add github helpers for fetching diff and raw files from commit and raw urls
• implemented tests for checking changed file owners against pr author
• added a bypass label for ownership transfer
• extra types and functiong tweaks to existing library apis
• skipped pr author check if pr number for checking isnt present
• remove uneeded exports in some files as most are internal use
• optional chaining for clearer error messages in ci

project structuring:

• split deep.test.ts to multiple focused files instead of relying on describe() grouping
• split helpers, constants, and types into a their own library file
• move tests and shared libs into /scripts/lib and /script/tests respectively

github actions:

• wire bun tests into ci
• updated ci triggers for prs, manual, and push settings
• removed step for validating with json schema in favor of bun tests
• rename a couple of step and job names for clarity

misc:

• add some missing semicolons
• tab space consistency
• fix a couple of variable names
